Embedded in OS 9 is a 68K nanokernel emulator which allows it to run a mixed-architecture execution environment, even on the stack. TrueBlue is a proper OS X app which provided emulation of a MacOS 9 machine, it does not provide OS 9 itself. I think it was more like VMware but for a single purpose and only for PowerPC chips. As for running Classic, I don't think TrueBlu was even a proper emulator.
